Asphalt Replacement, Site Infrastructure
EECON Engineering Services was retained by the FishHawk Ranch Master Association’s management firm to serve as an independent engineering advisor for a large-scale infrastructure initiative. This project included asphalt replacement, drainage improvements, sidewalk repairs, and a strategic tree management plan.
Our team acted as the central technical coordinator, integrating outside engineering specialists and a certified arborist to perform a comprehensive, sidewalk-to-sidewalk evaluation of the community. This holistic assessment allowed for the identification, quantification, and documentation of critical deficiencies affecting pavement performance, drainage functionality, and pedestrian safety.
EECON subsequently led and coordinated outside professional service providers in the development of a detailed scope of work and technical specifications, ensuring clarity, constructability, and accurate, comparable contractor pricing. As part of this effort, we refined the Association’s initial approach by incorporating geotechnical engineering evaluations to assess subsurface conditions and determine the feasibility of a mill-and-overlay solution. Based on the findings, it was determined that a mill-and-overlay application would not provide adequate performance, and a full-depth asphalt replacement was required to achieve long-term durability and asset longevity.
Our team met with the Board of Directors and ownership to present the findings, explain the technical rationale, and justifying the recommended scope of work. This engineering-led process provided transparency, supported informed decision-making, and positioned the Association to move forward with confidence.
EECON Engineering Services continued to serve as the Association’s independent advisor throughout the construction phase, ensuring the approved scope was properly executed and the Association’s best interests were consistently protected.
